Chairwoman
Toi Windham
Toi Windham is an educator, event organizer, and Chairwoman of the Canadian Chamber of Commerce in Taiwan, driving change by building bridges between businesses, communities, and international partners. She leads initiatives that create meaningful impact, strengthen networks, and foster collaboration across social, cultural, and economic spheres.
Through her business, 啼聲 Elevate LLC, Toi promotes social engagement, cultural awareness, and community connection across Taiwan. She is committed to advancing understanding and appreciation of diversity while creating spaces for dialogue and action.
Toi has organized landmark events such as the Taiwan Black Lives Matter rally and the Magic Unicorn float in the Taiwan Pride Parade in 2020. She continues to champion social and cultural awareness through her Community Convos series, facilitating safe and meaningful discussions on race, gender, indigenous rights, and mental and physical health.

Vice Chair
Sean Kelly
Arriving in Taiwan in 2004, Sean quickly developed a deep appreciation for the country and its culture, knowing early on that it would become his long-term home. In 2016, he co-founded an import and distribution business specializing in alcoholic and non-alcoholic beverages, helping bring a range of international brands to the Taiwan market.
Following the continued success of Sark Co., Ltd., Sean was invited by the former chair to join the Board of Directors. In 2026, he was appointed Vice Chairman.
Sean brings extensive business experience and a collaborative approach to his role on the board, and is committed to supporting the chamber’s growth and initiatives. Outside of work, he enjoys cycling along Taipei’s riverside trails, attending live comedy shows, and playing disc golf.

Emma Chen
Emma Chen is a dedicated member of the Board of Directors at the Canadian Chamber of Commerce in Taiwan, where she channels her expertise in business development and event strategy to strengthen Canada–Taiwan ties. Known for her vibrant energy and innovative spirit, Emma plays a key role in driving the Chamber’s most impactful initiatives, including Celebration Canada, one of the largest Canadian cultural events in Asia, and the Maple Ball, an elegant annual gala that brings together leaders from across the business and diplomatic communities. Emma is committed to building inclusive, engaging spaces that connect communities and create lasting value.

Jessie Chou
Jessie is the co-founder and CEO of Musa Trademark, a trademark agent specializing in Taiwan and China trademarks, and a proud corporate member of the CCCT as well as sponsor and co-organizer of the Canadian Chamber’s Dragons’ Chamber pitch event for foreign entrepreneurs.
Jessie is a listed trademark agent of the Taiwan Intellectual Property Office (TIPO) and has been in the field for over 15 years after graduating from the law school and completing the professional training programs from Taiwan Intellectual Property Training Academy and China Intellectual Property Society.
She works passionately to help managers and founders understand the importance of trademark protection and help companies to grow steady and strong with a customized trademark strategy.

Francisco Lopez
Francisco is born in Montreal, Quebec. He is a Procurement, Supply Chain and localization specialist with over 35 years’ experience in the Wind and Renewables energies, Railway, Automotive and Aerospace industries. Francisco has worked in USA, Mexico, China, Germany, Spain, India, South Africa and now based in Taipei since 2019.
Francisco currently works at Vena Energy Taiwan and is responsible for Regional Procurement APAC for Offshore Wind division. He previously worked for Northland Power on the Hailong projects as GM procurement. Before that in China with Nordex as Global Homologation director. He also worked in various roles for Bombardier, Alstom Energy and Novabus. Francisco is fluent in English, French, Spanish and conversational Mandarin. He holds a bachelor’s degree in business management from Hautes Etudes Commerciales, Montreal University

Kenn Watnick
Kenn Watnick is a business development executive, Board Director, and Digital Leader for the Canadian Chamber of Commerce in Taiwan, driving growth by building bridges between global industrial leaders and sustainable energy solutions. He leads initiatives that strengthen international trade networks, facilitate high-level technical partnerships, and foster collaboration across the manufacturing, energy, and digital spheres.
Through his leadership at TECO Electric & Machinery, Kenn promotes innovation in motor technology and integrated power systems across Taiwan, Canada, and global markets. He is committed to advancing industrial efficiency and digital transformation while creating strategic pathways for bilateral investment. His professional approach is grounded in high-level operational excellence, having trained in the Toyota Production System and the famed GE Crotonville Leadership Program.
Kenn manages landmark infrastructure projects and serves as a key liaison between the Canadian Trade Office in Taipei and major industrial stakeholders. A graduate of the University of California, Santa Barbara, with a degree in Economics, he also holds an MBA from Washington State University. Kenn continues to champion professional excellence and community engagement, facilitating meaningful connections that support the economic and technological ties between Canada and Taiwan.

Mark Blank
Originally from British Columbia, Mark has called Taiwan home for two decades. Before arriving, he built his foundation in international English training across Canada and Germany—an experience that sparked a lasting passion for communication and cross-cultural mentorship that still drives his work today.
Mark spent 17 years with EY's L&D team, where he specialized in helping business professionals sharpen their English communication skills in a demanding corporate environment. That frontline experience gave him a ground-level understanding of what it actually takes to communicate effectively across cultures and industries.
Today, Mark is the founder of MEE Consulting (馬可表達英語顧問), where he combines that corporate background with modern AI tools to help professionals communicate more confidently on the international stage. He's excited to bring this perspective to the CCCT Board and do his part in strengthening the ties between Canada and Taiwan.

Clint Rand
Clint Rand is an elementary school vice principal and educational leader at Taoyuan American School, known for his focus on building strong relationships and fostering a collaborative school culture. He works closely with teachers, students, and families to create a supportive and high-performing learning environment grounded in trust, clear communication, and shared goals.
In his leadership role, Clint drives schoolwide initiatives while prioritizing connection—coaching teachers, supporting student well-being, and strengthening partnerships across the school community. He plays a key role in guiding accreditation efforts with CIS and WASC, ensuring alignment between vision, practice, and continuous improvement.
Clint holds a bachelor’s degree and two master’s degrees in education, and his leadership is defined by his ability to bring people together, build alignment, and create systems that support both professional growth and student success.

Nick Wang
Nick Wang is an Energy Transition Analyst at BloombergNEF, specialising in Taiwan’s energy transition with a focus on hydrogen and transport across Northeast Asia. His work examines how policy, capital allocation, and infrastructure constraints shape decarbonisation outcomes, with particular emphasis on industrial competitiveness, energy security, and the role of energy systems in global trade and supply chains.
Prior to BloombergNEF, Nick worked across sustainability consulting and corporate ESG, advising on sustainable supply chains, ocean sustainability, and stakeholder engagement. He has led ESG strategy and reporting initiatives across complex organisations, supporting the integration of sustainability into core business operations.
Having studied in Toronto at the University of Toronto and worked across both Canada and Taiwan, Nick brings a cross-cultural and systems-level perspective to energy transition and trade. His work is grounded in the practical realities of engineering economics and market design, with a focus on translating global trends into actionable insights for industry and policymakers.

Timothee Marengere
Timothee is the Deputy Director, Trade & Investment for the Canadian Trade Office in Taipei. In his capacity as a director for the CCCT he helps coordinate and align the efforts of the CTOT and the CCCT.

Josh Yang
Josh Yang has served on the board as a director since 2016, and has served on the Dragons’ Chamber committee , Small Business Committee, Membership Committee, and as the Vice-Chair twice.
He holds a B.Tech degree from British Columbia Institute of Technology, and a MBA from the University of Southern Queensland. He is the founder of Able-Intl Inc, an importer and distributor of quality Canadian pet supplies for the Asia-Pacific region.
Josh has extensive experience in technology, operations, sales & channel management. When he is not working, he enjoys photography, especially portrait and event photography, and spending time with his family.

Alexandra Golubkova (Sasha)
Alexandra “Sasha” Golubkova is an event strategist and community curator who has called Taiwan home for 11 years. As the Event Chair for the Canadian Chamber of Commerce, Sasha is dedicated to fostering an entertaining and vibrant environment that brings diverse communities closer together through shared experiences and meaningful connection.
A partner at Elevate Taiwan, Sasha also works in recruitment and remote management for the Social Discovery Group. Her diverse professional background—spanning education, hospitality, and event architecture—allows her to bridge cultural gaps with a unique, high-energy perspective. Whether organizing Afrofest Taiwan or consulting on community growth, Sasha is committed to making Taipei a more connected and spirited place for international professionals.

Supervisor
Brandon Thompson
A professional musician, actor and well-known member of the arts community in Taiwan, Brandon has assisted the CCCT for years with its events, selflessly giving his time and energy into arranging live musical acts for its two signature events, Canada Day, and the Maple Ball.
Brandon is a dedicated and energetic leader with over a decade of experience in acting and performing both on the stage and television. He is an accomplished singer and MC (Master of Ceremonies) and has hosting several shows in Taiwan. Brandon has a great sense of timing and humour and is always ready to perform.

Supervisor
Leo Seewald
Originally from Canada, Leo Seewald began his career in Asia as a solicitor in Hong Kong in 2000
and later moved into the financial industry when he joined Manulife as head of legal and
compliance for Asia. In 2009, Mr. Seewald moved to Taiwan as Chairman of Manulife’s Taiwan asset management company and later joined BlackRock as Chairman and Country Head of BlackRock’s Taiwan operations from 2013-2019. He also served as the Chairman and later President of the American Chamber of Commerce in Taiwan.
Having fallen in love with Taiwan, Mr. Seewald decided he wanted to promote Taiwan from more than only a financial perspective. He had a dream to travel to all of Taiwan’s 230+ fishing harbours and share his journey with the world.
In 2020, he took his Taiwanese commercial fisherman’s exam and became a licensed commercial fisherman. The stage was then set for a new chapter of Mr. Seewald’s life: he is now known as the “Happy Fisherman” for his award-winning multi-season documentary on Taiwan’s fishing harbours.

Ping Chu
Li Ping Chu (Ping) is the General Manager of Apex Language Consulting and co-founder of Apex Language Consulting and Training. Founded in 2016, Apex provides its clients, who range from the world’s largest firms to individuals with highly specialized needs, with the highest quality and most professional language training on the island.
Previous to moving to Taiwan and founding Apex, Ping was a software developer with 15 years of working experience ranging from five-person startups to consulting for major financial firms like Charles Schwab, and major e-tailers like The Gap and Williams-Sonoma.

Anthony van Dyck
Originally from Waterloo, Ontario, Anthony is Director of Offshore Wind and Strategic Partnerships at Apex Aviation, a Taiwanese company spanning offshore wind, national defense, and commercial aviation training. A longtime resident of Taiwan, he brings extensive experience in operational planning and has contributed to some of the island's largest infrastructure projects. Anthony is a founding director of the Canadian Chamber of Commerce in Taiwan and has been active in the Canadian expat community since 2004, when the organization was known as the Canadian Society. Outside of work, he is an enthusiastic yogi and runs several dining groups exploring Taiwan's diverse culinary scene.
